Founded in 1985 as CSI Maine by Ron Russo with a clear mission — to protect lenders through rigorous pre-loan reviews and diligent construction monitoring — the firm has grown into one of New England’s most trusted names in lender construction consulting.

In 2014, Ronald “Ron” Milley II acquired the company and immediately began expanding its reach and capabilities. Under Ron’s leadership, combining his engineering expertise with a relentless client-first approach, CSC New England now partners with over 50 lending institutions on commercial and residential projects spanning from Northern Maine to Southern Connecticut.

Ron Milley
President & CEO
Ron Milley is the owner of Consultant Services New England, LLC (Consultant Services) and has owned the company for eleven years. Through day-to-day company operations, Ron and his team assist lenders with commercial and residential projects that span from Northern Maine to Southern Connecticut. Ron holds a Bachelor of Science in Construction Management Technology from the University of Maine Orono and has over 30 years of experience in the field, beginning in demolition and concrete cutting to commercial and residential construction. Ron lives in Freeport with his wife and three children. He enjoys spending his free time with family and friends outside during all four seasons.
Terry Place
Senior Consultant
Terry joined Consultant Services in 2016 as a Project Manager and now serves as Vice President of Operations. Over the past decade, Terry has played an integral role in strengthening relationships with lending partners while reinforcing the company’s commitment to responsive service, detailed budget analysis, waiver tracking, and proactive project management throughout the construction loan monitoring process. In her current role, Terry oversees staff training, scheduling, project coordination, preconstruction and construction loan processing meetings, and the company’s day-to-day operational processes. Terry has extensive experience supporting lenders and real estate professionals and is focused on delivering efficient operations, consistent reporting, and high-quality client service across all phases of construction monitoring and risk management. Terry earned her Bachelor of Science from the University of New Hampshire in 1994. Outside of work, she enjoys spending time outdoors with family and friends.
Jennifer Gregor
Project Coordinator
Jennifer Gregor joined Consultant Services in 2022 as a project manager, bringing with her 36 years of experience in customer service, operations, project management, and office administration. As a project manager, Jennifer brings dedication, organization, and strong client relationships to every project. Jennifer began her career with Cole Haan, where she spent 17 years as a Customer Service Manager. After Cole Haan, Jennifer joined her father and brother at Engineered Products for six years, serving as Office Manager and supporting residential building, concrete cutting, and demolition operations. Jennifer then spent nine years with Northpoint Marine and Industrial as a Senior Operations Leader where she coordinated ship repair and maintenance projects for Coast Guard vessels throughout the East, West, and Gulf Coasts. A graduate of Endicott College with a degree in Business Administration, Jennifer brings a strong background in both corporate and family-owned businesses. Jennifer lives in Eliot with her husband of 31 years. Together they have two grown sons. Outside of work, she enjoys gardening, traveling, spending time outdoors, and making memories with family and friends.
Jason McLaughlin
Construction Consultant
Jason McLaughlin joined Consultant Services in 2023 as a Construction Consultant. In his role, Jason is a bank representative for commercial and residential construction projects. Jason began his career in construction in 2008 working for Sargent as a layout / grade foreman. In 2012, Jason and his wife moved to Farmingdale where he started working for Hahnel Bros. Co. as an HVAC/ Sheet Metal Project Manager, running their Lewiston field crews until 2023. Jason was born and raised in Houlton, Maine and attended the University of Maine Orono where he earned a Bachelor of Science in Mechanical Engineering Technology. Jason resides in Farmingdale with his wife Kristy and two daughters Eileen and Emily. When not working , Jason can be found following his girls around for sports, spending time with family, or enjoying his favorite hobbies of hunting and golfing .
Brad Moll
Construction Consultant
Brad Moll joined Consultant Services in 2019 as a Construction Consultant. In his role, Brad holds various positions as an owner’s representative and a bank representative for commercial and residential construction projects. Brad earned a Bachelor of Science in Civil Engineering/Construction Management from the University of Maine Orono in 1994 and a master’s in business administration from Southern New Hampshire University in 2000. He co-owns Yarmouth Development Co., managing the acquisition and development of residential and commercial properties. From 2004-2017, Brad co-owned Tristone Industries, performing commercial and industrial construction projects primarily for universities, hospitals, airports, parking garages, power plants, and industrial facilities in Maine, New Hampshire, Vermont, Massachusetts, and the U.S. Virgin Islands. Brad grew up in Canaan, Maine and attended Skowhegan Area High School. He lives in Yarmouth with his wife and together they have two adult children. During his free time, Brad enjoys boating, skiing, and time at camp with family.
